Imagine that a long lost uncle left you an inheritance but the estate couldn't find your address. Where did the money go? Likely to a state treasurer. Every year, funds that aren't claimed for whatever reason find themselves in a state account -- usually easy to access and to retrieve. Maybe you had a utility refund coming to you, or a security deposit or maybe a bonus check.
